About: The concept of the building is based on a modern (fair)
relationship between the individual and
the bureaucratic system (in the better sense of the
word). The stylobate could be compared to
a democracy: the high-rise part of the building rests on
a stable, sturdy base, which makes one
think of the bureaucratic system as a transparent and
fair organism formed on the foundations
of democracy. The concept of the building is based on
one of the most important social
realities in contemporary E. Europe–to improve the
relationship between the individual
human being and the bureaucratics.
